Instruction for switch over of existing ITD business application with ITBA Module (Income Tax Business Application) 

Kindly refer to the above.

2. As you would be aware, the existing ITD business Application is to be replaced by the Income Tax Business Application (ITBA) with the first phase proposed to be rolled out in April 2015.The legacy ITD business Application was largely limited to assessment functions whereby access/user Id and privileges were provided to assessment/ assessment monitoring related functionaries alone. ITBA, on the other hand is designed to enable all functions of the department including appeals, administration, human resources management, examination etc. ITBA would be available to its users through a "single sign on", which means all functions of ITBA would be available on single interface and user would require one sign in/log in to work on any module of ITBA. The role based access privileges to various users in their single sign on will be based on their position in the department hierarchy.

3. Analysis of AIS hierarchy has identified inaccuracies relating to flagging of old AO codes, AIS Hierarchy and refund banker enablement. The Excel containing extracts of AIS data with flagged issues has been uploaded on i-taxnet at the path Resources Downloads Systems lnstructions ITBA. The number of AIS records flagged for each issue is as under:

4. The explanation of the identified issues and proposed action to be taken by RCCs is mentioned in following paragraphs.

5. Old Flag Verification Issue

5.1 Old Flag Verification Issue relates to possible incorrect flagging of AO Codes as OLD in AIS. The various scenarios under this issue are listed below.

i.   AO with active PAN (collection or refund during the current financial year) has been flagged as OLD (SI.No.1 above).

ii.   AO with no active PAN needs to be verified (SI.No.2 above).

iii.  Old AO (as per CCIT/CIT/Range/AO description) not flagged as OLD (SI.No.3 above).

5.2 The AIS records with Old Flag Verification Issue have been specified under the column "Old Flag Verification Issue" of the "AIS_Verification.xls". It has been brought to the notice of Directorate of Systems that RCCs are facing problems in flagging of old AO codes as OLD in AIS due to PAN migration related issues. To address this issue it is important that the AIS data is reviewed and AO Type is updated in the 'AIS Verification.xls" as under

6. Hierarchy related issue

6.1 Hierarchy related issue is primarily on account of incomplete hierarchy or where the hierarchy does not appear to be in line with the current jurisdiction. Incomplete hierarchy results in gaps in MIS and other reports. These issues are identified against respective AOs in column 'Hierarchy Completion Issue' and 'Hierarchy Verification Issue' of 'AIS Data' worksheet in 'AIS Verification.xls'.

6.2 It is seen that details of Pr. CCIT have not been entered for Assessing officers of Central, Exemption and Central Charges. Guidance in these cases will shortly be issued by DIT(S)-1. However other cases of incomplete hierarchy or where the hierarchy does not appear to be in line with the current jurisdiction module may be reviewed and updated in AIS as well as excel sheet.

7. Refund banker Verification issue

7.1 Refund banker Verification issue relates to cases where refund banker is not enabled for AO without OLD Flag or where refund banker is enabled for AO with OLD Flag. It is not possible to address this issue from Directorate of Systems due to inaccuracies in flagging of old AO codes.

7.2 The AIS data may be examined and the Refund Banker Requirement column may be updated in the excel. This will enable Directorate of Systems to disable refund banker for old AO codes.

7.3 It should also be ensured that the request for enabling refund banker for all current Assessing officers may be sent to DIT (S)-2 as per existing instructions by 25.03.2015. This matter may be accorded topmost priority as Board desires that all assessing officers should be refund banker enabled.

8. At present jurisdiction name/nomenclature is not uniform in AIS. To ensure uniformity soft copies of jurisdiction orders for Addl. CITs and below may be sent to Directorate of Systems on the email ids mentioned below.

9. CslT(CO) are requested to get the AIS hierarchy corrected using the input provided above. This task may be completed before 25.03.2015.This exercise would enable Directorate of Systems to have accurate data for Income Tax officials in AIS based on hierarchy position, which is a pre requisite for ITBA to go live. Top Priority may be accorded to this activity.
